UCLA supports torture?

i'm sorry--captured on film, the guy, for whatever reason the police begun to detain him WAS NOT RESISTING and THEY CONTINUED TO USE A TASER ON HIM.

what the fuck is wrong with people?! I don't really know what kind of a country/world i am living in anymore.
